Product description: The product under consideration is also known as 1,3-Benzenediol, 1,3-Dihydroxybenzene and Meta-Dihydroxybenzene. The chemical formula of the product is C6H6O2, and its CAS Number is 108-46-3.

HS Codes: 2907 21 00

Uses: The product under consideration is primarily used as an intermediate in manufacturing of tyre and rubber products and in resin bonding applications. It is also used in the manufacture of specialised wood adhesive resins, UV stabilizers, dyes, pharmaceuticals, cosmetic preparations and flame-retardant applications.

Facts of the present case – The present application was filed by Atul Limited seeking initiation of anti-dumping investigation into imports of the subject goods from China and Japan. Material injury is being caused to the domestic industry due to dumping of imports of the subject goods in India. The dumping margin is above the de minimis level and is significant. The domestic industry has furnished prima facie evidence regarding material injury to the domestic industry as the dumped imports in significant volumes are undercutting the prices of the domestic industry and imports have suppressed and depressed the prices of the domestic industry. Due to this, the profitability, cash profits and return on capital employed have deteriorated over the injury period. The Authority, having being prima facie satisfied by the information provided, initiated the investigation vide Notification F. No. 6/21/2026-DGTR.
