Final findings issued recommending imposition of anti-dumping duty on imports of Borosilicate Table and Kitchen Glassware from China PR (24.09.2026)

Product description –   The product under consideration is Borosilicate Table and Kitchen Glassware or Borosilicate Tableware and Kitchenware, excluding Jars, Carafe

Tea / Coffee Kettle, Water / Juice Jug, Water Bottle, Round Storage Jar, Square Storage Jar and Oil Dispensers.

Key Findings –

  1. The Authority held that the applicant was still in the process of establishment during the period of investigation and the dumped imports caused material retardation to its establishment.
  2. Demand for the subject goods increased over the injury period.
  3. The Authority noted that the volume of the subject imports declined initially but increased significantly in the last quarter of the period of investigation when compared on a quarterly basis. However, the increase in subject imports was not to meet the increase in demands of the subject goods, as it outpaced the increase in demand.
  4. The subject imports were significantly undercutting the price of the domestic industry during the period of investigation.
  5. Although the domestic industry was able to almost achieve its targeted production at ware stage, it was unable to fully convert the same into finished goods, leading to accumulation of inventories.
  6. Although the domestic industry achieved its projected cost of sales; it could not achieve its projected selling price due to the presence of dumped imports.
  7. The production volume and capacity utilization of the domestic industry declined due to increase in imports in the last quarter of the period of investigation.
  8. The domestic industry suffered significant losses and cash losses during the period of investigation and earned negative returns on its investment.
  9. The dumped imports adversely impacted the volume and profitability parameters of the domestic industry.
  10. Despite projections of profits in the first year of operations, the domestic industry suffered huge losses.
