Key Findings –

  1. The domestic industry falls in the MSME category with majority comprising small-scale industries. Applicant companies constitute domestic industry per the Rules.
  2. The volume of subject imports has increased in both absolute and relative terms over the injury period.
  3. The imports of subject goods are undercutting and suppressing the prices of the domestic industry.
  4. The market share of subject imports has increased while that of domestic industry has decreased.
  5. The domestic industry has substantial capacity to cater to Indian demand, however, domestic industry’s capacity is grossly underutilised.
  6. The profitability parameters of the domestic industry have significantly declined by the POI.
  7. The dumping and injury margin determined for non-cooperative producers is positive and significant.
  8. Cooperating producers’ imports constitute only 0.05% of total imports with dumping and injury margin determined as negative for them.
  9. Impact of recommended duty on the end users would be of less than 1%.
