Initiation of anti-dumping investigation concerning imports of ‘Ethylene Diamine’ originating in or exported from China PR, European Union, Kingdom of Saudi Arabia, and Taiwan (25.03.2025).

Product description: The product under consideration is ‘Ethylene Diamine’, (EDA). The product is a clear colour less liquid. It has a freezing point at 11 °C and a boiling point of 117 °C. EDA is a chemical with two reactive amine groups, making it an essential ingredient in various industrial processes.

HS Codes: The product under consideration is classified under Chapter 29 of the Customs Tariff Act, 1975, under 2921 21 00.

Uses: EDA is used in the production of chemicals such as specialty compounds, fungicides, agrochemicals, coatings, and polymers. Further, EDA is widely utilized in various industries such as agrochemicals, pharmaceuticals, etc.

Period of investigation:  1st October 2023 to 30th September 2024.

Injury period: 2021 –2022, 2022 –2023, 2023 –2024 and the period of investigation.

Facts of the present case: the anti-dumping investigation concerning imports of Ethylene Diamine (EDA) from China PR, European Union, Saudi Arabia, and Taiwanwas initiated vide notification dated 25th March 2025. The applicant is the sole producer in India. The volume of imports from subject countries increased in absolute terms as well as in relative term. The subject imports are undercutting the prices of the applicant in the domestic industry and had a depressing effect on its price. As a result, the applicant has incurred severe losses, cash losses, negative PBIT, and negative return on capital employed.
