Initiation of anti-dumping investigation concerning imports of “Hydrofluorocarbon (HFC) Component R-125” originating in or exported from China PR. (24.09.2025)

Product description – The product under consideration is “Hydrofluorocarbon (HFC) Component R- 125”, also known as “HFC-125”, “R-125” and “Pentafluoroethane”. Its molecular formula is C2HF5 and structural formula is CF3CF2H. The product is found in gaseous form.

HS Codes – The product under consideration is primarily used to manufacture HFC blends, notably R-410 and R-407. Once blended, the HFC blend containing R-125 is used in residential and commercial refrigerant and cooling applications. The product under consideration has standalone applications also as a clean agent in extinguishing fires.

Uses – HFC Blends are colorless, odorless gasses containing only hydrogen, fluorine and carbon and are used as low-to-medium temperature refrigerants in residential and commercial air conditioning systems. The two major end uses are in residential air conditioning and heat pumps, commercial air conditioning, commercial refrigeration, transportation refrigeration, and process refrigeration, e.g., food processing and chemical manufacturing.

Facts of the present case – The present application was filed by SRF Limited and Gujarat Fluorochemicals Limited, only producers of like article in India, seeking redressal from dumping of Hydrofluorocarbon (HFC) Component R-125 from China PR. The applicants submitted that imports from subject country have increased in relation to production and consumption. There is positive price undercutting and price depression effect on the prices of the applicants. The applicants have incurred decline in its profitability and return on capital employed.
