Product description – The product under consideration is Sodium Hydrosulphite, whether produced using Zinc or Sodium Formate.

Uses – It is used in the production of vat and indigo dyes, and reduction clearing of synthetic fabrics for dye stripping. It serves as a bleaching agent in ground wood pulp, soap,
sugar, molasses, glue, and clay. In the pharmaceutical industry, it is used for chemical reactions and for decolorizing final products. It is also used as an oxygen scavenger in polymers. Its applications further extend to the reduction of metal ions to their metallic form, the breaking of disulphide linkages in wool hair, and the reduction of nitrogen compounds.

Facts of the present case – The application was filed by Silox India Private Limited seeking continuation of duties in view of likelihood of recurrence of dumping of subject imports and injury in case of cessation of anti-dumping duties. The applicant has claimed that, owing to the duties currently in force, the domestic industry has not faced injury. The insignificant volume of imports from China despite duties in force, indicates their inability to export the subject goods at fair prices. The applicant has provided that China has a history of dumping and in absence of duties, the subject imports are likely to increase as has been the case in the past. Further, China is exporting the subject goods at dumped and injurious prices and is already subject to trade remedial measures by third countries. With surplus capacities and price attractiveness of the Indian market, there is a likelihood of diversion of exports to India at low prices, which may adversely impact the profitability of the domestic industry.
