Initiation of sunset review of anti-dumping duties imposed on imports of “Seamless Tubes, Pipes & Hollow Profiles of Iron, Alloy or Non-Alloy Steel” from China PR (20.03.2026)

Product Description – The product under consideration is Seamless tubes, pipes & hollow profiles of iron, alloy or non-alloy steel (other than cast iron and stainless steel), whether hot finished or cold drawn or cold rolled of an external diameter not exceeding 355.6 mm or 14’’ OD’; including boiler pipes or line pipes; and excluding the following products:

  1. Seamless pipes & tubes made of cast iron and stainless steel.
  2. Seamless alloy-steel pipes, tubes and hollow profiles of specifications of ASTM A213/ASME SA 213 and ASTM A335/ ASME SA 335 or equivalent BIS/DIN/BS/EN or any other equivalent specifications.
  3. Non – API and Premium Joints / Premium Connections / Premium Threaded Tubes & Pipes as prescribed under Customs Notification No. 12/2012, dated 17th March 2012 at serial number 356.
  4. All 13 Chromium (13CR) Grade Tubes and Pipes.
  5. Drill Collars.
  6. High pressure seamless steel pipe/tube used for manufacturing gas cylinders by producers approved by the Chief Controller of Explosives, Petroleum and Explosives Safety Organisation, Government of India.
  7. Seamless Tubing, of a kind used in drilling for oil or gas, Carbon/ Non Alloy / Alloy, hot finished or cold drawn or cold rolled of an external diameter not exceeding 355.6 mm or 14″ OD.
  8. Seamless Casing, of a kind used in drilling for oil or gas, Carbon/ Non Alloy/ Alloy, hot finished or cold drawn or cold rolled of an external diameter not exceeding 355.6 mm or 14″ OD.
  9. Seamless Mother Hollows, Coupling stock, blanks/ Pup Joints, Carbon/ Non-Alloy/ Alloy, hot finished or cold drawn or cold rolled of an external diameter not exceeding 355.6 mm or 14″ OD.
  10. Seamless Drill Pipes, of a kind used in drilling for oil or gas, Carbon/ Non alloy, hot finished of an external diameter not exceeding 355.6 mm or 14″ OD.

Uses – Seamless tubes, pipes and hollows are used where strength, resistance to corrosion, microstructure and product life is very crucial.Linepipes are used in hydrocarbon and processing industry. Boiler pipes are used in Boilers, Heat Exchangers, Super Heaters and Condensers, and in mechanical, structural and general engineering industry, Railways, etc.

Period of Investigation – 1st October 2024 to 30th September 2025

Injury Period – 2022-23, 2023-24, 2024-25 and the period of investigation.

Facts of the present case – The applicants have sought redressal against continued injury caused by dumping of subject goods and have requested for continuation of duties in view of likelihood of continuation of dumping and injury, in case of expiry of duty. The applicants have claimed that the exporters in the subject country have continued to dump the subject goods in India and have caused injury to the domestic industry despite anti-dumping duties in force. The subject imports have continued to increase over the injury period and are also suppressing and depressing the prices of the domestic industry. As a result, the profits, cash profits, and return on investments of the domestic industry have declined over the injury period. The domestic industry is facing idle capacities, despite sufficient demand. Further, there is likelihood of injury and dumping as the subject country has significant idle capacities exceeding their local demand; have planned capacity additions, are subject to trade remedial and other tariff measures by several third countries. The applicants have also sought change in the form of duty and enhancement of the quantum of duty.
