Initiation of anti-dumping investigation concerning imports of ‘Para-Tertiary Butyl Phenol’ originating in or exported from China PR and Taiwan (26.06.2025).

Product description: The product under consideration (PUC) is ‘Para-Tertiary Butyl Phenol’ (PTBР), also known as 4 tert butylphenol/ p tert butylphenol/ PTBP Chemical/ para tert butyl phenol. The chemical formula is C10H14O, conforming to CAS no. 98-54-4. It is an organic aromatic compound and occurs in a white crystalline solid form with a distinct phenolic odour.

HS Codes: The PUC is classified under Chapter 29 of the Customs Tariff Act, 1975, under subheading 29071940. 

Uses: PTBP is mainly used to manufacture a perfumery raw material para tertiary butyl cyclo hexyl acetate (PTBCHA). It is also used to manufacture a range of resins including epoxy, polycarbonate resins and phenolic resins.

Applicant: M/s Vinati Organics Limited

Period of investigation:  1st April 2024 to 31st March 2025 (12 months).

Injury period: 2021 –2022, 2022 –2023, 2023 –2024 and the POI.


Facts of the present case: The Applicant is the sole producer of subject goods in India and started commercial production in July 2020. The volume of imports from subject countries increased significantly, in both absolute and relative terms, in the POI. The increase in imports took place after anti-dumping duties were imposed on Korea RP, Singapore and USA. The subject imports are suppressing domestic prices. Applicant’s market share has declined whereas that of subject countries have increased. Although, production, sales and capacity utilisation of Applicant has increased, it is still incurring losses and has a negative ROI throughout the injury period. The domestic industry is still in the process of recovering from past-ill effects of dumping and has therefore also requested for retrospective imposition of duties.
