Product Description: The product under consideration is Resorcinol, it is an intermediate and acts as a compounding agent in the rubber industry. It comes in the form of white to off-white flakes and is water soluble and conducive to derivation.

Resorcinol is also known as 1,3-benzenediol; 1,3-dihydroxybenzene; 3-Hydroxyphenol; Resorcin Meta-Dihydroxybenzene.

HS Code: 2907 2100.

Uses: Resorcinol is used in tyre production, and as a resin for bonding applications. It is also used as specialized thermosetting wood-adhesive resin, as a UV stabilizer in plastics, in dyes manufacturing, pharmaceuticals, cosmetic preparations and as a flame retardant.

Injury Period: 2020-21, 2021-22, 2022-23 and the period of investigation.

Facts of the present case: The anti-dumping investigation concerning imports of Resorcinol from China and Japan was initiated vide notification dated 30th September 2024. The subject imports are undercutting the prices of the domestic industry even though the applicant has reduced its prices in order to retain and re-gain the market share. Further, the subject imports have depressed the prices of the domestic industry and prevented the applicant from increasing its prices to the extent it would have increased in the absence of dumped imports. As a result of the dumped imports from the subject countries, the applicant has incurred financial losses during the period of investigation and the cash profits and return on capital employed have declined significantly.
