Facts of the present case: The application was filed on behalf of The Indian Paper Manufacturer Association (“IPMA”) for redressal of dumping of Virgin Multi-Layer Paperboard from Indonesia. The domestic industry in the present case consists of five domestic producers which are members of IPMA. The domestic industry has suffered on account of significant increase in dumped imports. The subject imports have entered at prices below cost of sales and have undercut the domestic prices. The profitability of domestic industry has declined and it has earned low returns on capital employed. There is sufficient prima facie evidence of material injury being caused to the domestic industry by the dumped imports from the subject country, justifying initiation of an anti-dumping investigation.
