Initiation of sunset review of anti-dumping duty concerning imports of ‘Toluene Di-Isocyanate (TDI)’ from European Union and Saudi Arabia. (30.12.2024)

Product Description: The product under consideration is Toluene Di-Isocyanate (TDI)’.

HS Codes: The product under consideration is imported under the HS code 29291020. The customs classification is indicative only and in no way binding on the scope of the investigation.

Uses: TDI is primarily used in production of Flexible Polyurethane foam; Mattresses, Pillows& Quilts; Furniture cushion; Automobile: Seats, Furniture, Lining, Sun Visors etc; Padding& Lining: Garments, Shoes, Diaries, Carpets, Brief Cases, Bags, Purses etc; Acoustic Insulation; Industrial Gaskets; Protective pads for sports and medical use, etc.

Countries involved: European Union and Saudi Arabia.

Applicants: Gujarat Narmada Valley Fertilisers & Chemicals Limited

Period of investigation: 1st April 2023 to 30th June 2024.

Injury period: 2020-21, 2021-22, 2022-23 and the period of investigation

Past investigations involving the product – The original anti-dumping duties on imports of the product from the subject countries was levied in 2020. Duties are set to expire on 1st December 2025.

Facts of the present case: The applicant contends continued injury because of dumped imports. The price undercutting from the subject countries is positive. The price depression caused by dumped imports have been preventing the applicant from moving its prices to recover the full cost and achieve a reasonable rate of return. The applicant is suffering from financial losses. The applicant has also claimed that there is a likelihood of further injury in the present review.
