Key Findings:
- The product under consideration is Belting Fabric made of 80% or more of polyester or nylon in any combination, subject to the exclusions already specified in these Final Findings, including Chafer fabric, grey/undipped fabric, Nylon 6,6 and the notified excluded warp-weft constructions.
- The demand for the product under consideration has increased over the injury period.
- The import volume has increased over the injury period. The volume of imports is quite significant in relation to consumption in India.
- The price undercutting is positive and significant in the period of investigation.
- The prices of the domestic industry are depressed in POI when compared to the base year or preceding year.
- The profits, cash profits, and profit before interest on gross domestic sales and the return on capital employed have declined over the injury period. Despite selling higher volumes, the domestic industry suffered deterioration in these parameters.
- The return on investment of the domestic industry was the lowest in the period of investigation.
- The dumping margins determined for the sampled producers/exporters, the cooperating non-sampled category and the residual category are positive and significant.
- The information on record does not establish that the recommended duty would cause a material adverse effect on the downstream industry.
- The measure addresses injury caused by dumped imports while preserving the option of sourcing from domestic and imported suppliers.
- The imposition of anti-dumping duty would not be against the public interest and the impact of imposition of anti-dumping duty on the final product is negligible.
- The Authority has therefore recommended imposition of anti-dumping duties.
