Initiation of anti-circumvention investigation regarding ant-dumping duties imposed on imports of “Chlorinated Polyvinyl Chloride (CPVC) Resin – whether or not further processed into compound” originated in or exported from China PR and Korea RP (16.09.2026)
Product Description – The product under consideration (PUC) is “Chlorinated Polyvinyl Chloride (CPVC) Resin- whether or not further processed into compound”. The product under investigation (PUI) is “Chlorinated Polyvinyl Chloride (CPVC) Resin – whether or not further processed into compound” exported by M/s Sasia Chlorine Polymers Sdn. Bhd. from Malaysia, M/s EBC Corporation from Japan, and M/s Sekisui Specialty Chemicals (Thailand) Co. Ltd. from Thailand.
Uses – CPVC is used in hot and cold-water plumbing distribution both at residential and commercial areas, fire protection, reclaimed water piping, chilled water piping, hydronic piping and distribution (radiators, fan coils, etc.) and is used in many industrial piping applications.

Facts of the present case – The present application for anti-circumvention investigation was filed by DCW Limited, Epigral Limited and Lubrizol Advanced Materials India Private Limited. The applicants have submitted that the existing anti-dumping duty levied on “Chlorinated Polyvinyl Chloride (CPVC) Resin- whether or not further processed into compound” originating in or exported from China PR and Korea RP vide Notification No. 15/2024-Customs (ADD) dated 23rd August 2024.
There has been significant change in the pattern of trade following the imposition of anti-dumping duty on China PR. CPVC in resin form is being exported from China to Malaysia and Japan which is then exported to India as CPVC in resin form. Further, CPVC in resin or compound form is being exported from China to Thailand which is then being exported as CPVC in resin or compound form by Sekisui Speciality Chemicals. The imports of the circumventing product have undermined the remedial effect of the anti-dumping duty in terms of both price and volume. The increasing volume of imports, with lower prices has resulted in diluting the remedial effects of measures. Further, this has also led to the domestic industry operating at idle capacities. The Authority, having been prima facie satisfied by the information provided, initiated the investigation vide Notification No. 7/29/2026-DGTR dated 16th September 2026.
