Product Description – The product under consideration in the present application is “Polytetrafluoroethylene (PTFE)”

Uses – PTFE is primarily used in electrical, electronic, mechanical, and chemical industries because of its unique characteristics.

HS Codes – PTFE is classified under Chapter 39 of First Schedule under HS Code 39046100.

Country Involved – China PR and Russia.

Applicants – Gujarat Fluorochemicals Ltd.

Supporter – SRF Ltd.

Period of Investigation – 1st October 2024 – 30th September 2025.

Injury Period – 2022-23, 2023-24, 2024-25, and the POI.Facts of the present case: The present application was filed by Gujarat Fluorochemicals Ltd pursuant to the dumping of PTFE from Russia and China PR. The domestic industry has submitted that they were suffering material injury due to dumped imports from subject country. The volume of subject goods from subject countries has increased over the injury period in absolute as well as relative terms with some decline in the POI. These imports are undercutting the prices of the domestic industry and are having depressing effect on the prices of the domestic industry. Due to presence of subject goods, their performance has deteriorated in respect of production, sales, profitability, ROI, cash profits. The domestic industry is facing financial losses, cash losses and negative return in investment in POI. The growth of domestic industry has been adversely impacted in terms of volume and price parameters. The Authority, having been prima facie satisfied by the information provided, initiated the investigation vide Notification No. F. No. 6/07/2026-DGTR dated 20 March, 2026.
