Initiation of anti-dumping investigation into imports of Phthalic Anhydride from Taiwan. (11.03.2026)
Product description- The product under consideration is “Phthalic Anhydride (PAN)” the principal commercial form of Phthalic Acid.

Period of investigation-1st October 2024 to 30th September 2025 (12 months).
Injury period- 2022-23, 2023-24, 2024-25 and the period of investigation.
Normal Value– Prima Facie, the Authority has determined the normal value based on cost of production with reasonable addition for margin.
Export Price– Prima Facie, the Authority has determined the export price considering the CIF price of the product under consideration as reported in DG System data. Adjustments have been made for ocean freight, marine insurance, handling charges, port expenses, inland charges, commission, credit cost and bank charges.
Dumping Margin– The normal value and the export price have been compared at ex-factory level, which prima facie shows that the dumping margin is above the de-minimis level and is significant.
Facts of the present case- The present application was filed by IG Petrochemicals Limited (IGPL), Thirumalai Chemical Industries Limited (TCL), and TCL Intermediates Private Limited (TCLIPL). The applicants have submitted that they were suffering material injury due to significant increase in the volume of subject imports. The imports have increased both in absolute and relative terms over the injury period. The prices of subject imports have declined significantly over the injury period leading to price undercutting, and price depression of the domestic prices. With the increase in dumped imports, the production and sales of the applicants have declined. The capacity utilisation of the applicants have declined during the injury period, and the applicants are operating with considerable idle capacities. The inventories with the applicants have increased sharply. The applicants market share has declined whereas that of the subject country has increased. The subject imports have had an adverse impact on the profitability parameters of the domestic industry. The Authority, having been prima facie satisfied by the information provided, initiated the investigation vide Notification No. F. No. 6/04/2026-DGTR dated 11th March 2026.
