Initiation of sunset review investigation concerning imports of Grinding Media Balls originating in or exported from China PR and Thailand (30.09.2022)

Product description–  The product under consideration is ‘Grinding Media Balls’ (excluding Forged Grinding Media Balls). ‘Grinding Media Balls’ (in short, ‘GM Balls’) are produced in different sizes, shapes and compositions for use in diverse applications. Further, it is available in different hardness depending upon varying requirements of the customers.

HS Code – 7325 9100

Uses – Mainly used in cement building materials, metal mine, coal slurry, thermal power plant, chemical engineering, ceramic industry, dope industry, light industry such as papermaking and magnetic material etc. for powder preparation.    

Countries involved – China PR and Thailand.

Applicants – M/s AIA Engineering Limited and M/s Welcast Steels Limited

Period of investigation – 1st April 2021 to 31st March 2022 (12 months)

Injury period – 2018-19, 2019-20, 2020-21 and the period of investigation

Past investigations involving the product – The original anti-dumping duties on imports of the product from the subject countries was imposed in 2012. Pursuant to the first sunset review investigation, the duty was extended for another five years in 2018. Duties are set to expire on 12th July 2023.

Facts of the present case – The Authority has found prima facie evidence substantiating likelihood of dumping and consequent injury to the domestic industry on account of history of dumping by the subject countries, the capacities available and domestic demand in the subject countries, the likely impact in the event of cessation of duties. The information provided by the applicant, prima facie, shows likelihood of dumping and consequent injury in case of cessation of the antidumping duty.
