Initiation of sunset review of the anti-dumping duty imposed on imports of N,N′ Dicyclohexyl Carbodiimide (DCC) originating in or exported from China (30.09.2026)
Product description: The product under consideration is Dicyclohexylcarbodiimide, also known as N,N’-Dicyclohexyl Carbodiimide, DCC or 1,3-Dicyclohexylcarbodiimide (DCC). It is an organic compound having chemical formula (C6H11N)2C and CAS number 538-75-0. It is colourless to pale yellow in colour, found in liquid or semi solid form, with a sweet odour.
HS Codes: 2921 29 90, 2924 19 00, 2924 29 90, 2925 19 00, 2925 29 10, 2925 29 90, 2933 39 90 and 2941 90 90.
Uses: The subject goods are dehydrating reagents, used to link molecules together by stripping away water. It is used for activating organic acids so they can bond with alcohols or amines, for manufacturing pharmaceuticals and cosmetics. The subject goods are a key raw material for antiretroviral API drugs such as Valacyclovir and Amikacin.
Countries involved: China
Applicant: Clean Science and Technology Limited
Date of Initiation: 30th September 2026
Period of Investigation: 1st April 2025 to 31st March 2026
Injury Period: 1st April 2022 – 31st March 2023, 1st April 2023 – 31st March 2024, 1st April 2024 – 31st March 2025 and the period of investigation.
Facts of the present case: The present review application was filed by Clean Science and Technology Limited seeking redressal against likelihood of recurrence of dumping and injury from subject imports, in case of cessation of anti-dumping duty. The applicant has claimed that performance of the domestic industry has improved only due to anti-dumping duty in force and that cessation of duty is likely to result in an increase in dumped imports which will create price pressure and impact profitability of the domestic industry. The subject imports have declined over the injury period, which shows that producers/exporters in the subject country are unable to export at un-dumped prices. Further, the applicant has claimed that there exists significant surplus and idle capacities in the subject country, exceeding the domestic demand and the demand in India. The capacities held by the largest producer in China is more than the demand in India and the producers are export oriented. Further, the large API production base in India serves as an attractive market for producers from China due to trade restrictive measures imposed against it by other countries. The Authority has noted that the applicant has provided sufficient evidence of likelihood of recurrence of dumping and consequent injury to the domestic industry in the event of cessation of anti-dumping duty on subject imports.
