Initiation of anti-dumping investigation concerning imports of Acetonitrile from China, Russia and Taiwan (26.03.2024)

Product description – The product under consideration is Acetonitrile. Acetonitrile is also known as MeCN (methyl cyanide), Cyanomethane, Ethane nitrile, Ethyl Nitrile and Methane Carbonitrile. The product under consideration covers Acetonitrile known by any name. 

HS Codes – The product under consideration does not have a dedicated tariff code. However, it is imported under the subheading 292690.

Uses– Used in pharmaceuticals, agro-chemicals, perfumery, laboratory chemicals, biochemical synthesis and as a catalyst.

Countries involved – China PR, Russia, Taiwan.

Applicant – Alkyl Amines Chemicals Limited.

Period of investigation – 1st October 2022 to 30th September 2023.

Injury period – 2020-21, 2021-22, 2022-23 and the period of investigation.

Facts of present case – The anti-dumping investigation concerning imports of Acetonitrile from China, Russia and Taiwan was initiated vide notification dated 26th March 2024. The applicant has claimed that the volume of subject imports has increased in absolute terms as well as in relation to production and consumption in India and are undercutting the prices of the domestic industry. The subject imports have supressed and depressed the prices, thereby preventing the domestic industry from increasing its prices to recover the full cost and achieve a reasonable rate of return, thereby resulting in the domestic industry also suffering losses. The production and capacity utilization of the domestic industry are significantly below its installed capacity. The market share of the domestic industry has declined in the period of investigation. The profitability of the domestic industry has deteriorated in the period of investigation. The cash profits and return on investment earned by the domestic industry have also declined significantly.
