Facts of the present case – The application was filed pursuant to significant increase in dumping of IIR from China, Russia, Saudi Arabia, Singapore, and United States of America, especially in the period of investigation and resultant injury to the domestic industry. The Authority has noted that the dumping has prevented price increase in India and forced the domestic industry sell its goods at below the cost of sale. Thus, the domestic industry has incurred significant losses, cash losses and negative return on investment. Further, the domestic industry was forced to export its product to dispose of its inventories.
