Initiation of anti-dumping investigation concerning imports of Titanium Dioxide from China (28.03.2024)

Product Description– The product under consideration is Titanium Dioxide, excluding food, pharma, skincare, textile and fibre application and nano or ultrafine titanium dioxide having particle size below 100 nm.

HS Codes– The product under consideration has a dedicated tariff code which is 28230010. However, since it is a pigment, imports are also being reported under 32061110 and 32061190.

Uses– Used as a pigment in applications such as paints & coatings, plastics, papers, rubbers and inks.

Countries involved– China PR

Applicants– Kerala Minerals and Metals Ltd, Travancore Titanium Products Ltd and VV Titanium Pigments Pvt. Ltd.

Period of Investigation– 1st October 2022 to 30th September 2022

Injury Period– 2020-21, 2021-22, 2022-23, and the period of investigation

Facts of the present case– The anti-dumping investigation concerning imports of Titanium Dioxide from China PR was initiated vide notification dated 28th March 2024. The application was filed pursuant to significant imports at extremely low prices. The evidence submitted by the domestic industry shows injury to the domestic industry on account of price depression preventing the domestic industry from being able to achieve reasonable returns, having an adverse impact on profitability, decrease in capacity utilisation, and increase in inventory. The evidence shows prima facie evidence of causal link between dumping from China PR and injury suffered by the domestic industry. Further, the Applicants have also requested for retrospective imposition of anti-dumping duty by claiming a history of dumping, with the dumping margin remaining significant.
