Key Findings –

  • Imports from China PR has declined significantly over the injury period post imposition of anti-dumping duty in China.
  • The dumping margin determined for the Chinese exporters was positive and in the range of 130-140%
  • The imports are undercutting the prices of the domestic industry throughout the injury period if the landed value is calculated without anti-dumping duty.
  • The domestic industry was incurring losses during the POI. The injury margin determines for the Chinese producers was in the range of 30-40% for Chalco Shandong Advance Material Co. Ltd. (CSAMCL) and 35-45% for the other producers.
  • There is a clear likelihood of dumping and consequent injury in the event of cessation of the anti-dumping duty, evident from surplus capacities, third country dumping, injurious volume of exports, and attractiveness of Indian market.
  • The duty is not against public interest and has negligible impact on the consumers.
