Initiation of anti-dumping investigation concerning import of “Cellophane Transparent Film” originating in or exported from China PR (30.09.2023)

Product description – The product under consideration is “Cellophane Transparent Film” ‘CTF’ which is globally also known by other names like “Cellophane Transparent Paper”, “Cellophane Paper”, “Transparent Paper”, “Transparent Film”, “TP Film”, “CTP Film”, etc. CTF is a re-generated cellulose film of glass clear transparency and sparkle. Being made of wood pulp, it is non-toxic, biodegradable, compostable and burns like any other paper leaving black ash.

HS Codes – The product under consideration can be imported under Chapter 39 and Chapter 48 under customs sub-headings 39207111 and 48239090 of the Customs Tariff Act, 1975. The custom classification is only indicative and the same is not binding.

Uses – CTF is used for packing and is an ideal packing material. It is used in packing and wrapping of sweets, fireworks, fruits and food items, candies, confectionaries, gifts, soaps, incense sticks, silverware, etc.

Period of investigation The application is based on the data/information for the period from April 2022 to March 2023 (12 months).

Injury period – 2019-20, 2020-21, 2021-22 and the period of investigation.

Facts of present case – The present application was filed pursuant to significant increase in dumping of CTF from China PR, especially in the POI and resultant injury to the domestic industry. The evidence submitted by the domestic industry shows the injury to domestic industry on account of price undercutting and price supressing, profitability, return on investment, capacity utilisation, and accumulation of inventories. The evidence shows prima facie evidence of causal link between dumping from China PR and injury suffered by domestic industry.
