Initiation of anti-dumping investigation concerning import of “Halobutyl-Rubber (HIIR) originating in or exported from Japan, Russia, Singapore, the United Kingdom and the United States of America (30.09.2023)

Product description – The product under consideration is  Halobutyl-Rubber (HIIR), such as Bromobutyl Rubber (BIIR) or Chlorobutyl Rubber (CIIR).

HS Codes – 4002 39 00.

Uses – HIIR is used for tire inner liners, hoses, seals, membranes, tank linings, conveyor belts, protective clothing and for consumer products, such as ball bladders for sporting goods.

Countries Involved – Japan, Russia, Singapore, the United Kingdom and the United

States of America.

Applicant – Reliance Sibur Elastomers Private Limited

Period of investigation – 1st April 2022 to 31st March 2023.

Injury period – 2019-20, 2020-21, 2021 -22 and the period of investigation.

Facts of present case – The present application was filed for redressal of dumping and injury to the applicant from imports of Halobutyl-Rubber from Japan, Russia, Singapore, the United Kingdom and the United States of America. The evidence submitted by the domestic industry showed that the imports from the subject countries have materially retarded the establishment of the domestic industry in India. The Authority has noted that the dumping has prevented price increase in India and forced the domestic industry sell its goods at below the cost of sale. The performance of the domestic industry is much below the projected figures and it has incurred significant losses, cash losses and negative return on investment. Further, the domestic industry was forced to export its product to dispose of its inventories.
