Facts of present case – The application was filed for redressal of dumping of ECH from China PR, Korea RP, Taiwan and Thailand. The evidence submitted by the domestic industry shows that the imports from the subject countries have materially retarded the establishment of the domestic industry in India. The volume of imports have increased and the prices have declined, below the raw material cost of the domestic industry. Further, the imports are undercutting the current as well as the projected prices of the domestic industry. Thus, the domestic industry has suffered in terms of low capacity, depressed prices, low market share, increased inventories and significant financial losses. However, the Authority did not find it appropriate to initiate the investigation into imports from Taiwan, since the dumping margin for Taiwan was negative.
