Initiation of Anti-Dumping investigation concerning imports of “Ofloxacin and its intermediates” from China PR (17/09/2021)

Product description – The product under consideration (PUC) is “Ofloxacin and its intermediates”, namely, O-Acid or Ofloxacin Acid and O-Ester or Ofloxacin Ester. 

HS Codes – The product is classified under Chapter 29 and 30 of the Customs Tariff Act, 1975. The subject goods is imported under various codes namely 29419030, 29419060, 29152990, 29163990, 29189900, 29411090, 29349900, 29419090, 29420090.

Uses – Ofloxacin is in a class of antibiotics called fluoroquinolones and is used to treat certain infections. O-Acid is dedicated to the production of Ofloxacin and has no other usages.

Countries involved – China PR

Applicant – M/s. Aarti Drugs Limited

Period of investigation – April 2020 to March 2021.

Injury period –April 2017 to March 2018, April 2018 to March 2019, April 2019 to March 2020 and the period of investigation.

Facts of the present case – The present application was filed pursuant to dumping of Ofloxacin and its intermediates from China PR. The applicant submitted that there is dumping of subject goods from China PR and consequent material injury to the domestic industry. The DGTR has found sufficient prima facie evidence of dumping, injury and causal link warranting initiation of investigation.

Consumer sector – The consumers of the product would primarily be Pharmaceutical Industry.
