Initiation of anti-dumping investigation concerning imports of Sulphur Black originating in or exported from China PR. (30.09.2022)

Product description – The product under consideration is Sulphur Black. The product is produced either in powder form or in liquid form. The product is also produced in various concentrations ranging from 20% to 100%. Such concentrations are described as BR 100, BR 200, BR 220, BR 240 etc. The standard concentration is BR 220.

HS Codes – The product is classified under Chapter 32 of the Customs Tariff Act, 1975 and is imported under sub-heading 320419. However, the product is being imported under other HS codes as well.   

Uses – Sulphur Black majorly used for dyeing cellulose fibre, dyeing viscose staple fiber and yarn, paper and leather.

Countries involved – China PR.

Applicants – Atul Limited

Period of investigation – 1st April 2021 to 31st March 2022 (12 months)

Injury period –2018-19, 2019-20, 2020-21 and the period of investigation.

Facts of the present case – The present application was filed pursuant to dumping of Sulphur Black from China PR, and resultant injury to the domestic industry. The  information submitted by the domestic industry in the application shows that injury has been suffered by the domestic industry on account of sales, profitability, return on investment, capacity utilisation, and accumulation of inventories There is also prime facie evidence of a causal link between the dumping from China PR and injury suffered by the domestic industry.
